Best touch phone for At&t cheap?

get ur phone from a chinese site (thats legit)
just make sure there are legit positive user reviews on the specific phones you are getting
90% of chinese phones are crap
so beware
if you want to get a phone from a retail store, plan to upp your budget

i personally like the LG vu. it is touch screen and it has a full touch screen keyboard. the only thing i dont like is that when the battery runs down far enough it will not open your text messages until it is sufficiently charged. but overall it is a nice phone and i believe it is in your price range.
otherwise go to verzion they have a lot of touch screen i have the voyager and i love it
