And to answer your question, yes, I make about 3-4 a month from that 1 site (My main site). I also compete with myself using other domains, so all together they take in about 6-7k on a good month 4-5 on a slow month

lol, i made a little over 20,000 last year from just one of my sites, You-Tube-Views.com... So to answer your question directly, yes, I even get paid..
Why people would want to get views:
To become eligible for the revenue sharing program
To try to become a YouTube partner
To "get discovered"
To become "Internet popular" - plenty of people want to be the next RWJ
People see views as how good their video is, so they want more
+ all of the reasons that any website owner wants more traffic to their website, YouTubers want more views
Why people buy them:
Simple, they can't get them any other way, sometimes that is because they are new to the YouTube scene, but there are many other reasons why they can not seem to be able to get as many views as they would like.
