I want to prove in court to the judge that my landlord committed "bad faith" on a security deposit that was never returned. What characterizes bad faith? They haven't returned my deposit for over a few months (california requires 21 days to return it) and the manager has completed a walkthrough already and said everything was fine and i have pics proving it. I've asked the manager repeatedly and he says there's nothing he can do. They have a history of doing this, but i want them to stop them from doing it again and be liable. Thanks everyone!
